Senate and Assembly Release One-House Bills,
Advancing NPP Funding as Negotiations Begin

Act now to Secure Funding in the Final Budget!

The Senate and Assembly have released their one-house bills for the 2025-26 New York State budget, restoring critical funding omitted from the Executive Budget. Both houses have included a 6% cost-of-expense increase, bringing Neighborhood Preservation Program (NPP) funding to $18.8 million, and ensuring a $250,000 carve-out for the Coalition — key victories as we head into budget negotiations.

This progress follows weeks of advocacy — meetings, emails, and calls to legislators — to ensure our priorities were reflected in their proposals. Now, as negotiations begin to reconcile the one-house bills with the Governor’s Executive Budget, your continued engagement is crucial to securing this funding in the final budget.
On January 21, 2025, Governor Hochul proposed a $4.8 million reduction to NPP funding, slashing it from $17.63 million to $12.83 million — a 30% cut — while also eliminating the Coalition’s carve-out entirely.

During this critical negotiation phase, we urge you to contact your Senators and Assemblymembers to:
— Express gratitude for restoring NPP funding and including the Coalition’s carve-out
— Urge them to stand firm in budget negotiations to ensure these funding levels remain intact
